Ruling Level X battle question

Hello, me and my friend were playing cards today, when a ruling needed to be answered but was not.Here's what happened:

I played Espeon Ex, to de-evolve his benched Infernape Lv x. I said, remove Infernape LVx back to his basic form (he rare candyed Chimchar into Infernape, then next turn Lv x came out).He said. no just putting back his Infernape LVx into his hand because this is an add on to that Pokemon. Who is right, and why?
 
Infernape L. X, like any level up, is not an evolution. It is part of the previous evolution. You can level up as many times as you want 'till you're out of cards, seeing that you aren't evolving.

So it would go back to Chimchar?
 
You are right. I'm no expert, but Lucario Lv.X is a Stage 1, and Torterra Lv.X is a Stage 2. Infernape Lv.X is actually considered Infernape, so Espeon EX could bring it back to a Chimchar with Devo Flash.
 
LV. X IS stage 2, not the previous stage, the previous STAGE would be stage 1, since LV. X still IS stage 2, just an upgrade. It's like a Pokemon Tool.
