1. If I use Lickilicky's Tongue Reel attack would I only get to flip a coin if I switch 1 of their benched Pokemon with the defending pokemon or would I just always flip a coin for paralisis even if I don't switch them?

The coin flip is not dependent on the switch. You choose a Pokemon first and switch if it's a Benched Pokemon. But you can choose the current Active and not switch. Either way, you flip.
