Ruling Light Pulse vs Colourless Rayquaza's 1st Attack

Hi I before I write anything I need to point out that my phone won't let me upload images of cards or let me link them

But my question is Latios EX (roaring skies) has an attack called light pulse and it says prevent all effects of your opponants attacks except damage done to this pokemon during your opponants next turn and the basic (C) rayquaza EX non-mega (roaring skies) has an effect where if it attacks an EX it does 10+60 if your opponant has an active EX wouldn't Latios' light pulse cancel out the colorless rayquaza's effect?

"prevent effects of attacks excluding damage" meaning the colorless rayquaza ill still get the damage boost.

But it's still an effect though shouldn't it stop that as rays effect is targeting an EX?
