There are some Pokémon that seem to get passed over again and again, so I compiled a list of them.

Note: For Ultra-Rares, I am counting Shining Pokémon (from the Neo era), Crystal Pokémon, Pokémon-ex, Pokémon Star, Pokémon Lv. X, Pokémon Prime, Pokémon LEGEND, Pokémon EX, Pokémon GX, and Pokémon V. I wasn't sure whether to count BREAKs, so Pokémon that have received a BREAK but not anything else are in italics. I was also unsure whether to count Prism Stars, Amazing Rares, or Radiant Pokémon, but including them would have no effect on the list.

List is smaller than I thought! Though I guess when taking out not-fully evolved Pokemon, the list probably isn't as large you'd think.

I don't think my favourite Pokemon will be getting one anytime soon lol.

Kingler will probably get one soon thanks to having a Gigantamax.

Remember when we all though Mega Latias would come after latios, plus even some Mega we only got during GX era (Sableye n Lopunny)

(we still missing Mega Abomasnow)

Are BREAK cards not considered ultra rare cards? This is a genuine question as I've always considered them rarer than regular holo cards.
If BREAK cards are included, you can remove Raticate, Nidoking, Golduck, Marowak, Omastar, Noctowl, Bronzong, Beheeyem, Mandibuzz, Pyroar, Clawitzer, and Carbink. Though Noctowl, Beheeyem, and Mandibuzz were promo cards

Since I've posted this, Kingler, Dodrio, Granbull, Breloom, Lumineon, Crabominable, Mr. Rime, and Dracovish have all received Ultra Rares! The list has been updated accordingly.

What's considered an UR? Obstagoon, Perrserker and Frosmoth all had gold cards.

& technically if URs are a substitute for highest rarity, then I'm quite sure many of the list from Gens 1-3, maybe up to Gen 5 where holo was the highest rarity should be counted?

It's not about highest rarity for this list, it's about getting the "big powerful" ultra rare card that usually makes you give up more than 1 prize. So essentially it starts from Gen 3 with the introduction of ex cards, followed by Lv.X and Prime cards in Gen 4, EX cards in Gen 5 and 6, GX cards in Gen 7, and V cards in Gen 8.

Not a "big powerful" Secret/Ultra Rare, but I'd still include Shining Noctowl from Neo Destiny, as it's the closest thing during Gen II of the card game. There's also the Crystal Nidoking from Aquapolis I think. These are the only other two I might remove from your list

Regional variants should probably get their own categories. Also, I know the XY Ancient Trait Half Arts aren't technically Ultra Rares, but they still feel special enough (to me at least) to warrant an inclusion on the list. Finally, for anyone wondering why Unova got almost completely sidelined, fifth generation EXs all featured legendary Pokemon with two exceptions, Excadrill EX and Chandelure EX. They were released in the very last set of the era, Legendary Treasures. Ironically, these Pokemon were both evolved Pokemon, and since we wouldn't get evolving legendary Pokemon for a couple more generations, this meant that Pokemon went for almost an entire generation without addressing the question of whether or not the new EXs would evolve conventionally as their kin of yore did... then gave their verdict right at the end of the generation. But in any case, the fact that non-legendary Unovan Pokemon received almost no Ultra Rare representation in their own era (and the sheer quantity of Unovan Pokemon, exceeding Kanto itself by a few species) played against it, which is why every time we see a Unovan Pokemon on a V, I at least think "funny, I didn't see that coming." Because most of them never received their chance to shine.
P.S. Gold Shiny cards should absolutely count. They are rare, desirable by collectors, and most of them are, or have been, or were expected to be, tournament staples. They check all the boxes that most people associate with "Ultra Rares." I
P.S.S. Petition to change the definition of "Ultra Rare" to "anything that makes 99.7 of YouTubers dance around their studios with their rolling chairs when they hit them on a livestream."

I do thing Break, Crystal & Shining (Neo) should be counted also

Decided to look over the stats by generation, and as expected, Gen V has it the worst, being the only one to have less than half of its fully-evolved Pokémon get Ultra-Rares. The last two generations have been the best at giving their Pokémon Ultra-Rares, with Gen VIII nudging ahead of Gen VII. Surprisingly, Gen I doesn't have the third most unless you count BREAKs; Gen IV has it instead, which I guess makes sense as a lot of their fully-evolved Pokémon are Legendaries which get ultra-rare cards a lot or cross-gen evolutions that have more chances to be printed, and they were also good with giving a lot of their Pokémon Lv. X cards. Gen VI being the second lowest is also a bit surprising, as it doesn't have that many fully evolved Pokémon to make cards of, though it is only the fourth lowest if BREAKs are counted (even though that would only remove three Pokémon from its list).

Removed Quagsire due to receiving a new V and Girafarig due to it no longer being fully evolved. I decided to count Shining Pokémon and Crystal Pokémon, as apparently i was already counting Pokémon Prime (hence Donphan not being on the list), so Nidoking and Noctowl are officially off the list as well.

To bring this back, Primeape, Dunsparce, and Bisharp can be removed from the list due to not being fully evolved anymore, as well as Forretress for FINALLY getting some attention
