we can't use Rocket Admin, but Steven's will be reprinted so you can use that. anything that's before DX will be not able to use, unless it's reprinted like POR and Copycat.

Any card that is legal in DX-on can be used if it was reprinted. For example, you can still use Mr. Briney's Compassion and TV Reporter from Dragon since they were reprinted.

As much as everyone loves Swoop, Time machine and Admin, I really dont see them coming back anytime soon. If they're not in the next POP set then they wont come back. They're originally "Rocket's" cards... Rocket's Secret Machines and Rocket's Admin... you're not gonna see those cards in a new set that isnt based on 'owner's' pokemon, otherwise they'd look really out of place.
