Looking for a Specific Pokemon Card

Hello all, i hope this is where i would post this question, hopefully someone may be able to help me, I am looking for a specific pokemon card that i saw a while back, however i forgot the name and type, all i can remember is that it has a move that is at follows : during your opponents next turn, any coin flips will always be tails. hopefully that is right and should be specific enough to help. Thanks

There's also a Drowzee card in Furious Fist/Rising Fist which doesn't do damage but had the same effect.
