Ruling ??? Lopunny DP + Plus Power, how does that work???

OK look at Lopunny's second attack. how would that work with plus power??? would the defending pokemon take and extra 10 and would the bench take an extra 10 as well???

PlusPower states that the attack does 10 more damage only to Active Pokemon, so Flop would do 40 damage to the Defending Pokemon and 20 damage to a Benched Pokemon.
