Strategy:
The strategy for the deck is to get Lucario EX out with a muscle band, as many strong energies as possible, Machamp on the bench, and a fighting stadium. Since Lucario is weak against psychic, I would attach a weakness policy to the Lucario or use the Miltank temporarily. If the Lucario is low on HP, I would either use super scoop up and replace it with another Lucario, or use Pokemon Center Lady. Any suggestions? I'm trying to keep the deck at $80 or under.
 
I played almost all Lucario-EX variant decks, since im a huge fan of fighting pokemon decks and im a boxer lol
Your deck is extremely solid, and your worst matchup is against Poisons/Damage Counters decks, Miltank is not a bad idea, the only problem should be Pyroar, since Machamp is your unique defender. Forgot to mention Donphan/Robot Substitute variants, which may cause you a lot of trouble, also I don't think Super Scoop Up is useful here, since it's about to flip a coin (dunno if you're lucky, but I never liked cards which demand a flip), 3 weakness policy is too much for me, don't forget you run 4 Muscle band and your strategy is to hit hard and fast, also 4 Pokemon Center Lady is toooooo much, I won't play this card, but if you do, run 1 or 2, but no more.

Here's my modifiations:
+1 Machoke (fo bad-situation like getting hit by Seismitoad-EX)
+2 Landorus FUF (to build your damaged/confused/poisoned/paralyzed/burned Lucario-EX, just retreat him with Landorus then Lando will attach energy on him and buy you more times)

+2 Switch (you absolutely need this card...)
+1 Escape Rope (I don't care about other's comments but this card saved my ass a lot of times and it's a third switch)
+2 Enhanced Hammer (hate Mewtwo-EX\Yveltal-EX? Discard their DCE)
+1-2 Startling Megaphone (you don't want to face a Lucario-EX with Muscle Band attached to it, same applies to annoying cards like Garbodor)
+1 Fighting Stadium (make sure to draw at least 1 in the early game)
+3 VS Seeker (you want to replay supporters)
+4 Professor Sycamore

-1 Korrina (4 is way too much)
-2-3Pokemon Center Lady (you can grab it with VS Seeker later)
-1 Lysandre
-3 Super Scoop Up
-1 Rare Candy (2 is enough, trust me)
-2 Professor's Letter (you have 16 energy)
-2 Weakness Policy (ok, try at least 1, anyway you can get it easily with Korrina)
 
Thanks for all of your suggestions, most of them make sense to me. If I run Landorus, wouldn't it be better to take out the Miltanks because their purpose was to be strong against psychic Pokèmon? Also, Donphan will be out of rotation next year, so I'm not too worried about that. I'm just getting into the TCG (Again, I collected a few years ago, now I want to play competitively), so I appreciate your advice.
 
yea I would take out the miltanks for Landorus or something because you have Machamp to get around Pyroar and Sigilyph/Suicune.

NO draw cards, like Bicycle, Colress, N, Profressor Juniper/Sycamore, etc.??
