Ruling Lucario EX to Lucario Lv.X?

Pretty sure you can't because it says you have to put it on your active lucario, not lucario ex.

Well they do that with every set since EX's sets are 'gone' then they won't write the text for it.
 
^Even if that was the case, you still can't do it because the card specifies another card by name.
 
From what I know, lucario ex wasn't released outside japan, that makes it an illegal card in the format...

Who said we we're playing Hp-On. I was playing at league (We allow every EX series and up card including EX promos Japan or not) and one guy has a Steel Fighting Deck and actually has a Lucario Wave Version
 
The name pokémon use when they self-reference is always the same as that which other cards use as criteria.

Scizor ex says "place Scizor ex on" and "reduce damage done to Scizor ex by" etc. so in order for to to fill a criteria, it must ask for Scizor ex and not Scizor.

There is one strange exception to this rule I never understood however! At the bottom of a level x card it says "Lucario Lv.x can use" even though the name of the card is always Lucario and never Lucario LvX. LvX is more of a label or identity whereas ex is that plus it is part of the name. the text at the bottom of level Xs is just phrased/translated wrong.
