Strategy:

The main idea is to to power up any of the Lucarios, EX and non, using the Strong Energy. For the Ex you attach Fighting Fury Belt to raise it HP to 220 plus do a little extra damage. For the BUS you would attach Focus Sash to get 2 turns were your opponent cant KO you. Then you want to also me putting down the Machomps and using Rare Candy to evolve into Machamp which will add a extra 20 per Machamp. With that you can use Professor Kukui situational for a extra 20 damage. You then use Sudowoodo to limit your opponents bench to 4. Next if your having trouble getting energy on Lucario you can use Landorus's Shout of Power to get energy from your discard and attached to a benched Lucario.

Also for my play style I prefer not to discard. I'm trying to think of a good way to implement a way to use non EX Lucario using his ability to block damage from your opponents next turn right before you mega evolve Lucario EX. Over all I'm just trying to make this deck more competitive and just getting back into it seems that missing some things. I was also thinking of adding some Machamps to use their ability Fighting Fury to do a extra 20 to 40 damage.

Hmm. I've been thinking of a deck involving Lucario(BUS) as well; it's something I feel has high potential, but I don't see how it synergises with Mega Lucario EX, and preventing damage the same turn you play a Mega Pokemon is no better than doing it any other time...

Before I get to that though, your Supporter lineup looks pretty lackluster. Drop Steven and Hau for 4 N, for starters.
Also, even if you don't like discard I'd still recommend at least 2 Sycamore; much stronger than Bianca, who is blatantly inferior to Lillie now, anyway.
You should also add a couple Lysandre or Guzma to strategically grab Pokemon off the bench.
Shouldn't need 2 Skyla(one is fine) and you shouldn't be using Wally as it won't trigger Lucario's Ability.
Otherwise Korrina is good and I don't see a problem with 4, personally.
If you have/can get a Tapu Lele GX or Promo Jirachi to search out a Supporter that would be good, also.

As for Items, there's nothing inherently wrong with running Baton, but why use it with Landorus from Flash Fire when the other Landorus can attach fighting energy to your other Pokemon?
You shouldn't need 3 Professor's letter with 6 basic energy. 1 is fine, 2 at most. Same goes for the second Energy Retrieval, which you might want to swap for Special Charge so you can recycle Strong Energy.
Energy Switch seems pretty average, so I'd say drop it for a Super Rod, which you should always consider.
Also think an Enhanced Hammer would be great, as well as maybe a Catcher and Hypnotoxic Laser; Korrina is great, but only if you toolbox your Items...

Apart from basic stuff, an Item that suits Lucario is Devolution Spray; does give a delay, but by cycling Lucario's you can stall against any sort of beat-down.
I'd also focus a little more on Focus Sash(pun totally unintended but glad it happened); with Lucario's defensive ability I think Focus Sash really hammers home the frustration.
Perhaps if you do include the Machamp line go for Machamp Prime so you can shift energy off a 10hp Lucario then use Max Potion... Could balance 2-2 between both Machamps in question; overall a 4-2-4 line with 2-3 Rare Candy, I'd say.

Anyway, the reason I'm not liking M Lucarios EX in this build is simple; you're aiming for damage output, according to your strategy statement, but Mega Lucario's strength lies in the fact that you can discard energy... In other words you're aiming for a knockout(which removes all energy in most cases) while getting this redundant effect, when there are better Pokemon, both Mega and otherwise, for one-hitting their Active Pokemon. So if you are serious about Mega Lucario EX he would fit better in a deck that controls energy actively, with Hammers, Team Flare Grunt etc...

In regards to Pokemon, I've mentioned a few things, but I also don't think a second Sudowoodo is a good idea; if you draw both the second is a dead draw and if you never have it then it won't affect your core strategy anyway... You could even drop it completely.
Apart from that it's good to include some sort of pokemon-based card draw, so you could leave Lucario EX in for that ; doesn't have to mega-evolve to be used.

Machamp Prime is in Unlimited. Expanded is BW on.

I see what you mean with the Baton and looking at the Landorus the BUS lets you move energy to your benched Pokemon, I have been looking at my LTR that say it has to go to Landorus, so I'll replace my second Sudowoodo with a second Landorus. Then I'll probably get 2 Machamps to boost damage with 2 rare candy.

I also really do have to agree that Mega Lucario is not all that great and having to mega evolve, losing a turn worth of damage really makes it worse. But I do like the idea of keeping Lucario EX in as a basic because I just bought some Fight Fury Belt that I didn't realize that only can be attached to basic Pokemon, because I planned to use them with the BUS Lucario. Granted that still put the damage 10 points behind base it will have 100 HP more.

Oops, just think of Legacy when I see Machamp for some reason. Shaymin isn't Expanded legal either, lol. Shame, though, as there isn't anything in Expanded that would achieve the same feat.
Guess Acerola doesn't sound so bad after all, though AZ is still more flexible.
Anyway, it seems to be a post-rotation deck, so Lusamine can be used instead of multiple's of tech supporters. A bit less relevant in Expanded than Standard, but seeing as Lusamine can be looped infinitely I'd still advocate 2 copies...


Well yeah, if it was worthwhile to run Mega Lucario EX then you should run the relevant Spirit Link; just omitted that because I don't endorse M. Lucario EX...

I already pulled Mega Lucario EX out of the deck and now it's just a matter of hunting down the last of the cards and waiting on some to get here.
