Ruling Lucario lvl X?

I got a Lucario Lvl. X yesterday, and I don't fully understand its pokepower. Can I use it's pokepower every turn or only the turn that I placed it on Lucario?

I think you can only use it when you level up Lucario but don't quote me on that.
