Ruling lucario lvX pokepower

can u help me explain what it means...

lucario's stance automatically makes it invincible coz the opponent can't attack lucario as long as lucario on the arena as an active pokemon and using its pokepower.

when is the pokepower activated and ended?
can't we activate its pokepower each of my turn?

Read the power... it blatently states so.

Well, it states the activation conditions and etc.

Stance explicitly states you may only use it when you level up your Active Lucario. If you choose not to use it then, you're out of luck.
