Okay...Lucario LvX's weakness is x2 Psycic, so would playing Lake Boundary make the weakness x4, or wouldn't it change? I thought if not, it could make an okay combo.

No it would be x2 still. It states it's weakness is now x2 instead of the printed amount. EX: +10 would now be x2, x2 would now be x2
Yes, the Lake Boundary will only affect those pokemon who has the following weakness:

+20
+30
The pokemon(s) who has the x 2 weakness WILL NOT be affected by Lake Boundary..

Sounds silly but that's what it does. You don't say "oh they're the same it doesn't do anything" you instead apply the effect. If it doesn't do anything different, then that's how it works out. It's a RESULT not a predicate from your own understanding.[/i]
