This card hasn't been played in many decks, well, i think people should bring it back while it lasts.

Good Points-
HP is okay, 130 is the standard for LVX Stage 2's with an Expert adds another 20 to make 150.
Colorless type means that Garchomp C will get poned, although it has not attacks, meaning it will have to use attacks from its previous form.
Mode Crash will destroy decks like G-dos and Sp's, these decks run high in Sp. Energy, so using a 4-3-3-1 line of this in a deck and will keep consistency
Decode can let you search your deck for 2 cards and put them on top of your deck in any order

Bad Points
Takes quite long to set up because of the 4 evolutions.
Has 2 Pokepowers, meaning it can be easily stopped with an Ampharos PT
Has weakness to fighting which is terrible because of Machamp and T-tar.
Retreat cost is 2, meaning that it will be harder to retreat when low on health with and Expert attached.

Best Strategy.

This is the best Porygon to use with Porygon X if your running a Technical Machine deck, which you should. If Porygon X isnt in your hand, scoop it up with learning. Having both Technical Machines x4 from LA in a deck with this is great since it can hit a max. of 220 with Expert Belt. Using Porygon X on top will help set up more with decode and have a higher HP for more defense. Also, when its about to go down and you have another on your bench, Install all 8 TM's on the bench and youve practically won. Be sure to run some Rescue energy and Junk arm in the deck though :)

Overall, i would rate it 3.5/5 because of the damage it can do, but has weakness to some popular decks. Tune in next time for another Cotw!

Sorry to say, but some of your points are off--

Learning doesn't abuse Mode Crash, an awesome attack for shutting down T-tar, Dialga, pretty much anything.
There's no such thing as a fighting Tyranitar, not in the current format. If a fighting T-tar in the legal format did exist, I don't even think it was popular in it's time. I think you mean Donphan Prime.
Ampharos PL...isn't played. I think you mean LA Mesprit and Power Spray.

To add on to that, WHY are your running a 4-4-2-2 line? That's extremely inconsistent, since the regular Porygon-Z is your main attacker. You want to run 4-3-3-1 Porygon-Z Lv.X at the least.

Lastly, the reason why Porygon-Z isn't played much is due to Vileplume/Spiritomb. Once Spiritomb gets in, your damage output will be much lower, and once Vileplume gets setup, it's pretty GG. While you could Learning the DGX, nothing is going to stop Gengar Lv.X from Level Downing the DGX.

If Porygon X isnt in your hand, scoop it up with learning.
That, of course, would make Mode Crush unusable. Learning is not a good attack unless setting up another LV.X, like say Dialga.

@Tyraniking. Learning helps you get out Porugon X unless you want to use mode crash. Yes i meant donphan instead of T-tar, sorry. I know Ampharos PL isn't played but im saying if it was, and yes also mean LA Mesprit and Power Spray.

@ Gliscor. Its true, yes i should run a 4-3-2-1. I also take your point of view on the Vilegar thingy.

@ DNA. Yes it will, but if you want to just get it out and end the game, you would use that. for example if you see a deck that doesnt use Special energy, like Vilegar :S.

Vilegar runs Rescue Energy, sir...as do a lot of decks these days.

If you aren't going to run 4-3-2-2 Porygon-Z, why run 4-3-2-1 Porygon-Z? It's essentially the same exact thing as running 4-3-2-2, except that you only have one extra space. Less of your main attacker cuts the consistency, which is why I recommend 4-3-3-1.
