Not at all! It ruins consistency (which it already misses). I like the deck but it is not really good (even if it is every fun). Lugia will make the deck much worse. Maybe seeing it in Darkrai/Landorus/Dusknoir as a late game attacker.

Nope.
Flygon has no real reason to run energy unless you devote it to some weird engine. Lugia isn't a great tech in much to begin with.

Lugia doesn't really become a good tech in anything until the next set, really.

Unfortunately Lugia can't really be teched into non-Plasma decks. Running Plasma Energy just for Lugia blows consistency out of the water, so unless you run Plasma Energy already for some reason, teching Lugia would be a mistake.

Thanks! The main reason I was thinking this was since Lugia doesn't have the highest damage output in relation to its energy discarding, the best thing to do would be exact KOs.

It's a cool concept but I have difficulty seeing you find room for it. The sheer amount of resources Lugia requires to get set up is tremendous, and you'll only really get 1-2 attacks off with it before it's either KO'd or you don't have the Plasma required to use it. Lugia, I'm afraid, doesn't really have a place this format as Plasma decks only really get good next format. You're probably better off just going with the main strategy of the deck then adding something that may require 5-6 spaces.
