What should the last card be or changes?
 
For your last card slot, consider running either 1:
  • AZ - helps you recover wounded (prize denial), stuck-in-active Pokemon, or recover and reuse benched Shaymin EX,
  • Professor's Letter - which helps you get Basic energy from your deck should yo not start with any, or
  • Professor Birch's Observations (or Shauna or Tierno) - more card-draw support.
I also suggest running Yveltal EX vs. Lugia EX; Yveltal EX 1st attack hits harder (vs. Lugia EX's) , and its 2nd attack is "cheaper" and much more versatile, IMO.

I run 3 Zorua (-1 Yveltal), because its 1st attack can auto-Confuse the Defending Pokemon.

Lastly, consider incorporating at least 2 Shadow Circle for some Weakness protection, as well as a counter Stadium.

I dont have any yveltals at the moment thats why i had to settle for the Lugias. But i dont really understand is 20 damage really that much? A lot of others are pushing me towards yveltals too but i didnt think lugia would be that bad of a replacement for now. Thank you for ur recommendations im leaning towards Birch or AZ sense i could reset a shaymin or possibly hold off an opponents prize

That extra 20 damage Evil Ball inflicts is huge in many match-ups. Also, Yveltal EX's 2nd attack is more versatile and cheaper than Lugia EX's 2nd attack. Just a few advantages that help during a match. However, on the other hand, Lugia EX will still work.

Exactly, AZ is fantastic for those reasons.
