31/40 Update for anyone new who may stumble in or anyone testing. This is the current build I'm using.

Update: Played a Standard 8 Ticket Tourney. Played Yveltal, Turbo Darkrai, and Volcanion Tauros. Sweep all three matches easily. Turbo Darkrai and Yveltal scooped after i set up my board and one shot two mon's back to back. Volcanion had the weakness on Solgaleo but by the time he got rolling I already had Lugia ready to deep hurricane all his stadiums, 1 shot the Tauros with Solgaleo, and proceed to cruise from there. It matches my play style perfectly.

Solgaleo has been put with pokemon like Lurantis and Darkrai/Dragons. I figured I'd just keep it simple. Lurantis just naturally feels cloggy with a stage 2 and stage 1 in the same deck. Dark Dragons is a great concept, Darkrai can 1 shot anything, Giratina will attack if necessary, a Salamence sighting but I just felt too restricted.

Generally you Sol Burst and Load up a Lugia for Deep Hurricane, Solgaleo for a guaranteed knock out, one other attacker. Aero Ball is just good. Stadiums are in every deck (Roaring Seas, FoGP, Silent Lab, Parallel, etc.) punish your opponent for them while controlling the Stadium trade. Solgaleo cleans up threats like M Mewtwo, Tauros, and Yveltal cards that can return punish as well as pressure your opponent with back to back KO's.
Testing so far is 16/21.

Turn 2 Solgaleo is about 7/10 games.
Turn 3 when needed is about a 9/10 chance to get Solgaleo set up.

If you're really off to a slow start you just load up Lugia and proceed to play the hands.

I really like the concept behind this list, I actually built and tested something similar after reading it. My critiques:

You don't really need 4 cosmogs when you only have 3 Solgaleo, you can safely drop one, though I suppose running 4 is a probability play to increase the odds of a turn 2 lion. I've been running it 2-1-2 (mostly because I only have 2 Solgaelo) and after a few dozen games have a pretty similar probability of getting a Solgaleo up by turn 3, though my turn 2 probability is a little lower.

Seeing as you're running a deck with DCE and have a switch ability, Tauros is a good one of option, even without its GX attack. Since you don't need to float stone it, FFB'd rage can hit numbers similar to either of Lugia's attacks depending on how much damage has been put into him and if you start with it early game, the intimidation factor of mad bull is still doing work for you while you're getting solgaleo out.

I don't see much point in sky field here, this deck seems fine with just 5 bench spaces. If you just want useful stadiums for powering up Lugia's second attack, I think a parallel city would be better, and also gives you an option for discarding injured pokemon by using ultra road to get them on your bench then dropping blue side on yourself. You can even pull discarded basics back into play with Brock. An extra special charge is nice as well.
 
I made a couple changes to the list so now I run 1 Tauros. I dropped a Cosmog for Tauros. I also dropped 1 Rare Candy bump up Trainer's Mail to see if it will boost the consistency. I dropped Sky Field for a 1 Parallel City to go with Silent Lab. I would bump Parallel to 2 but Silent Lab shuts off so many abilities and even though Lugia is in the deck. I don't want to be Parallel locked in the wrong match up.

Right now my win ratio is 24/32. Maybe it's just random luck but I haven't had too many decks take flight off the ground like this. I've made a Mega Mewtwo that's currently 110/180. A Yveltal/Garbodar that's 50/75. A 30/60 Typhlosion and a 25/38 Decidueye so a 75% win rate is an anomaly. I haven't had a chance to test it in a Standard tourney but throughout my online matches I have usually played mostly meta matches.
 
Notable Inclusions

Magearna-EX - I was iffy at first... But when it blocked Lapras GX's Paralysis I was very please. Watching an opponent waste a GX and just dodging other effects is useful. It also blocks Stardust Jirachi.
Ninja Boy - Tauros is cool for Rage and changing into Cosmog at the right time can help out. I don't mind using supporters like this in a deck where you don't need to Sycamore or N every turn. Cause you want to sit on certain hands (Solgaleo + Rare Candy)
Hoopa-EX fixes the problems of not having attackers down when Sol Burst is ready. But it's not essential. May test out the removal of a Nest Ball for another free slot.
Kukui - Love it. Pushes Deep Hurricane to 170/180(FFB). Pushes Sunsteel to 250 against Primarina and other GX's.

Sol Burst In-Depth: Every match up is different. This is where player skill comes in. Some matches I don't even bother charging up Solgaleo if the deck doesn't have bulky Pokemon. Loading up a Lugia or two in a Volcanion matchup can help you overrun them and keep Solgaleo out of danger. I almost never load up 2 Solgaleo's with Sunsteel Strike. If I don't have at least 1 Lugia benched more often than not I won't Sol Burst that turn. It's a fun deck that has big potential if it's your play style. Most people I have played always say "You have a good deck."
