Lugia's Pressure puts a -20 damage effect on Moltres. This includes damage Moltres does to itself. It wouldn't take any recoil damage.
As an aside, Pressure is one of the most misunderstood Abilities out there right now. People just shortcut a blanket "-20" without paying attention to where the effect is or when it's on. It always pays to read the cards!
