It can target Pokemon with maximum HP of 100 or more.
By "maximum HP", it means the total HP the Pokemon has, not what it has left. So anything with 100 or more HP printed on the card is a valid target. So is something with 80 HP and an Energy Root attached (the Energy Root adds 20 HP, so its maximum HP is 100).
