Ruling LV X EX question.

This is something i have been wondering about.. Do EX card rules apply for LV X? Now i know a LV X has to level up and can not level up on the bench and other stuff like that but cards like Heal Energy(which say they can not be attached EX). Can they be attached to LV X?
Or can a Preimer Ball be used to find a EX?
Can the Double Rainbow Energy be attached to a LV X?

The Regionals are coming up soon so i need a answer.
 
Lv. X cards do not have any affiliation with EX cards. You can use a Celio's to search for an X, but not an EX.
