Ruling Lv. X Pokemon/DRE

Ok, I have a few qustions...

1. Lets say I'm using Infernape Lv.X, and I want to use Flare Up, but my discard pile has only 6 Fire Energies and 1 DRE, so can I use Flare Up?

2. I have an active Pokemon (Infernape) that I just evolved into. Can I still evolve it into Infernape Lv.X on the same turn?

That's my 2 questions =P

actually,DRE can be two fire energies just when it is attached to a Evolved non ex pokemon
