Ruling lv X. rules.

Ive never played with any lv X cards before, what are the rules on using them?

For deck building purposes, it counts as the same name. You can only play it on top of your active Pokemon. It can only be played on top of the Pokemon after the pokemon beneath it has been in play for one turn.
