Can you evolve a poke and then level it up on the same turn?

Extra ?:When people post deck match ups what does 50-50 or 70-30
or 40-60 etc. Does that mean the percentage of winning or how much
damage you do per turn?

I can answer first question No... if you just evolved (ex.) into empoleon you wait 'till next turn

It is currently IMPOSSIBLE to level up a pokemon the same turn it was evolved. I highly doubt that a card will ever be printed that will allow you to do that.

as to the your second question, it is the win ratio. For example, "This deck has a 70~30 win ratio against Metanite". It is just an indicator of your chances of winning against a certain deck.

You can't evolve Pokemon and level up the same turn because it will not be fair to other players and besides you don't want to level up to LVX Pokemon right away.
