Ruling Lvl Xs

on the LVL X card sthey write there ____ Lvl X may use attacks,poke powers,poke bodies frm their previous lvls...so my question is..
will it be able to use like it's basic's attacks?
Example:
someone put Torterra LVL X on to Torterra...would he be ablu to use Grotle or Turtwig's attacks?

ok..so basically it means you can't use it..thanks..that cleared things up a little...the reson i asked is cuz even on Grotle..there's a LVL beside th name..so it thought it was possible.
