i'm sure that this is true but just for clearing my mind

can lets say empoleon lv x use all the atacks from empoleon prinplup and piplup or just his and of the normal empoleon

Put this card onto your Active ?. ? LV X can use any attack, Poke-Power, or Poke-Body from its previous level.

That means you can only use its own attack & its previous level attack. So, in your case, just his & the normal Empoleon...
