Strategy:
Lapras usually starts. Use Ultra Balls and stuff to get a Blastoise EX in play and Water energy in the discard, then work on setting up Greninja. Seafaring gets discarded (W) Energy from Water Shuriken / Ultra Ball discards onto your Blastoise (or Keldeo if necessary). Lapras can also come in later in the game if you don't start with him if you need to get some energy in play. It's unreliable to an extent but you will get at least 1 energy most of the time. I like Lapras and made this deck when I was trying to come up with a way to use it, and have found it valuable pretty often so I don't want to take it out, but I have been wondering if testing a 1-1 Milotic line instead would be worth it. Still, it's way safer to start with a Lapras than a Feebas.

The 30s from Water Shuriken / Hydro Bombard makes the math great with Hydro Bombard / Splash Bomb, which can easily reach 170 (with Muscle Band and 1 Water Shuriken / Hydro Bombard) or 180 (with 2 of them, regardless of Muscle Band).

Keldeo / Float Stone is for free retreat, but can attack in a pinch if necessary.

Bianca doesn't see much play any more, but I use it here because this deck is really good at thinning your hand. I've tried with Shauna instead but I like Bianca better. The rest of the Trainers I think are pretty self-explanatory.

I have been playing it on TCGO lately and it's worked well, but haven't faced any higher tier decks yet so I'm going to keep testing it.

Also, Manaphy PLS has the same attack as Lapras, 70 HP instead of 110, and a 1 retreat cost instead of 2. Instead of having the Hydro Pump attack it has the Final Wish ability that lets me search my deck for a card if it's Knocked Out. Could it be better than Lapras? The 1 retreat cost is nice, and the ability could be either a deterrent to knocking it out or a big help if my opponent does knock it out.

With only 2 Lapras vs. 7 other basic Poké, the odds are "low" that you will ever start with Lapras. So, you may want to consider adding more in order to increase your chances of starting with this Poké (and not place several of your lower HP basic Poké of getting KOd early game or your higher HP Poké taking early damage).

Secondly, Level Balls or Pokémon Fan Club can help get your basic Poké out faster.

With the 4 Ultra Balls and the 2 Superior Energy Retrievals, you may find adding Exeggcute (Propagation) to be very useful too.

I would use manaphy instead and use level balls to be able to search for it as well as froakie and frogadier. I would get rid of a skyla and put in a jirachi ex, it so helpful if you have a bad hand and makes more use of the level balls.
 
Exeggcute is an interesting idea, never thought of that. I prefer to use Water energy as my Ultra Ball / Computer Search fodder, or get rid of unnecessary cards to help defend against late game Ns, etc. ... but there are times when having Exeggcute around could come in handy.

Jirachi-EX scares me a bit because even though it's a supporter, Lysandre is pretty common. The ability is fantastic though, especially with Level Ball. Will have to get my hands on one and try it out.

I was also thinking of throwing in a single Lysandre. It may not always show up when I need it, but having it around can be helpful in setting up multiple KOs in one turn with Hydro Bombard / Water Shuriken shenanigans. Also, it would be a potentially game-changing possibility if I'm running Manaphy and my opponent knocks one out.

I'm definitely starting to feel like Manaphy is better than Lapras, and could get some use out of Level Balls (along with Exeggcute and/or Jirachi-EX). However Level Ball is probably rotating out soon so I'm not sure I want to get used to having it around... I use Skyla but it's too good to pass up on, and probably replaceable with Korrina, and Bianca but I think Shauna will be able to replace her after the rotation. Level Ball is trickier to replace... Pokémon Fan Club has definite value here too, able to grab Manaphy and Blastoise or Manaphy and Froakie on turn 1 to help set up.

You may also consider running Colress instead of Bianca as Colress is generally a much more reliable Supporter. I will, in most cases, get you much more cards.

Have made the following changes:

Going to test with replacing the other Biancas with Colress. I would love to fit another Manaphy because it works much better when I start with it, maybe a couple Level Balls to get Manaphy/Froakie/Frogadier, but I can't think of anything else to take out. Maybe I could go down to 10 Water Energy or drop a Skyla, but I'm not a fan of playing a deck where a Stage 2 is a big part of the strategy without 4 Skyla. Thoughts?
 
Given your deck's current revisions/direction, I'd suggest:

-2 Skyla. With running only 1 Stage 2 line with a 3-1-3 configuration and 3 Rare Candy, 2 Skyla will be sufficient, IMHO. Secondly, replacing 2 Skyla reduces Supporter "clashes" (when you want to play more than 1 Supporter in a turn or you need other Supporter resources when you play a Professor Sycamore) too.
-1 Keldeo EX. Prime 2-prize target whose use could be replaced with Switch.
-2 Float Stone.

+1 Manaphy
+2 Switch
+2 Level Ball

Playtest the different combos till you find the one you like most.

That's a fair point on Keldeo. Think I will playtest both those changes, and the same changes but with 3 Skyla and dropping to 10 Water Energy. Thanks.
