Trying to build a good M Gengar Deck for Expanded. I can use all the help I can get to improve this deck. Any kind of help would be greatly appreciated.

Strategy:
Gallade, M Gallade, Gengar, and my M Gengar are my most important attackers. M Gengar is great with Hollow Geist which means I can hit for 120, Poison, and Confuse my opponent's Pokemon. If I don't have enough energy or maybe it was too slow. I can always just use the basic Gengar-EX attacks or I can use Gallade which is great. Then I got Hoopa, which let's you grab EXs and Megas. I added Sigilyph in case my opponent has a bunch of EXs. 2/2/2 with the Zubat, Golbat, and Crobat lines. Scoop Up Cyclone and 2 Super Scoop Up's for either the Crobat line so we can do it all over again or for a mega who is almost dead because especially when you have another basic on your bench, you can just attach a spirit link again and mega evolve again. Dimension Valley, which means Psychic Pokemons can attack with 1 energy less. Mystery Energy for that free retreat.

Hmm I would definitely remove the Gallade Line but I don't know about bats. Overall I'm excited that you wanted to build this deck! I'll let you know later what i think would do well, I've got school for now.
 
I ran a M Gallade EX deck for awhile and it was great. So, following are a few thoughts for your consideration.
  • IMO, there are 2 great setup options (i.e., starting Pokémon) for M Gallade EX: One is Trevenant/Trevenant BREAK which not only disables your opponent by preventing him/her from using Items, but the BREAK's attack drops damage counter which can not countered with Abilities like Mr. Mime's Bench Barrier. Another viable option is the promo Celebi whose attack also drops damage counters; and, if attacked, a coin flip determines if your opponent takes a prize.
  • Bats, on the other hand, are too highly dependent upon their Abilities (which can be nullified) and coin flips (50% chance of success - ugh...).
  • M Gengar EX was not that useful at all given the "strength" of the other Pokémon, especially M Gallade EX.
  • 3 card-draw Supporters are woefully insufficient.
I'd suggest the following deck changes for your consideration:

-2 M Gengar EX - not a good attacker vs. M Gallade EX
-2 Gengar Spirit Link - not needed ig M Gengar EX is replaced
-1 Sigilyph - not that good of a counter against opponent's EX Pokémon since Hex Maniac and Garbodor (Garbo Toxin) play are popular
-6 Zubat, Golbat and Crobat
-2 Super Scoop Up - a 2-count is too low to maintain consistency in getting "heads" (i.e., > 50% of the time)
-1 Scoop Up Cyclone
-1 PC Lady - to be replaced by another card that can "rescue" a Pokémon too and perhaps a bit more versatile incertain situations
-2 DCE - not really needed with Dimension Valley and Mysterious energy

+3 Phantump (Ascension)
+3 Trevenant (Forest Curse)
+2 Trevenant Break
+1 AZ - to "rescue" Pokémon from "stuck" position or to deny opponent taking prize(s)
+1 Dowsing Machine - more flexible Ace Spec
+4 N / Professor Birch / Professor Sycamore Shauna - more card-draw support
+1 Special Charge - to recover and recycle Mysterious energy
+1 Brock's Grit / Sacred Ash / Super Rod - to recover and recycle discarded resources
+1 Trainer's Mail - to increase/enhance deck operations
