The idea is to use vulpix to search out pokemon while building up a gyarados on the bench. Start building a rayquaza/second gyarados on the bench. If first gyarados is taken out use rayquaza to finish set up on second gyarados.
Rayquaza and Tapu Lele can be used as back up attackers.
Sudowoodo is to help keep rainbow road/M Rayquaza decks under control.
I've had a lot of success so far, but any improvements would be much appreciated.
