Strategy:

I have a feeling Colorless Rayqueza EX decks will be among the most popular decks, so I decided a Manectric EX based deck could be a good deck. This deck is designed to be as quick as the Rayqueza EX decks will be, also as quick as Flareon and night march decks. Manetcric EX is the main attacker and has a an added benifit of being a lightning pokemon, which means it will be able to hit Rayqueza EX foe weakness granted no ancient trait Altaria comes into play. Empoleon is in the deck as a backup attacker and a means of more draw power. I wanted to be aggresive with the deck so I decided to use Hypnotoxic laser and Virbank city gym instead of going with the normal rough seas stadium that is often paired with Manectric EX. Mewtwo EX is an alternative attacker, and a place to put energy after I attack with M Manectric EX should I get it out. I chose 3 head ringer to slow some decks down especially seismitoad EX because the deck relies on item draw and the use of items.

You'd save a lot of space by cutting the M Manectric and Spirit Links. I feel like it's not really needed in this deck, and the basic counters M Rayquaza just fine. Instead of Spirit Links, I would consider Exp. Share, as it's the only way you keep up your Energy on the field if they are KO'ing something turn. I'd also play a Tool Retriever for obvious reasons.
 
I have made some changes to the original deck list. I dropped to M Manectric EX's, as well as the Mewtwo EX, I also took out the manectric spirit links. I added 2 Mew EX, 1 tool retriver, and 1 Muscle band, I also added some rainbow energy so I might be able to better utilize Mew EX.
