I like the deck. I need to add an Ultra Ball, Hex maniacs and an answer to Regice/Beatuifly and Mil Decks. I can't afford any more Shaymins and I like Head Ringer being in the deck. How can I make the deck faster or make it not get donked? I think the weakness is I can't draw into a Pokemon when I lead with a zubat. What are your thoughts on the deck and how can I edit it? What about the Expanded Format? What is a good Non-EX grass type attacker for Expanded. What other weaknesses should I look out for and cover?

Have you considered:
Ariados - poisons both Actives unless they are Grass types (so, most of your opponent's Active Pokémon); plus, Sceptile EX's Unseen Claw will get a damage boost if the Defending Pokémon is afflicted by any Special Condition
Bunnelby (PRC 121) - counters mill decks nicely
Virizion - helps with card-drawing, good starter, and decent non-EX attacker

-2 Mega Turbo - not too critical since you only need 2 energy to attack
+1 Hex Maniac
+1 VS Seeker - should be maxed-out, IMO

Lastly, KO the Wurmples with the Bats, then no Beautifly(s)...​

I can't afford any more Shaymins and I like Head Ringer being in the deck.
Completely understand the Shaymin EX situation; I only run 1 in all my competitive decks too and they are fine. Further down in this post are some suggested deck changes, and IMO, Head Ringers are not "critical" to the overall success of your deck given some other priorities.

IMO, running a maxed-out count (i.e., 4) of Level Balls significantly increases your chances of searching and accessing needed Zubats and Golbats. I'd suggest the following deck changes:
-2 Head Ringer
+2 Level Ball​

First of all, I run a Sceptile-Manectric deck (no Bats), sometimes with Regice or Ariados. I do not run M Sceptile EX. However, have you considered running Sceptile-Ariados-Regice? Should you prefer not to use Ariados, then Hypnotoxic Laser can be used (to help boost Unseen Claw).

Review popular decks in your area and then select some Pokémon that compliments your deck's "core" and then build it out. Afterwards, test, test, test... till you arrive at a mix that works for you.
 
I suggest running;
- 1 Zubat
+ 1 Crobat
Also I know you said you like head ringer, but i think dropping those 2 and adding 2 more enhanced hammers would be more effective. Your head ringer becomes useless once they attach a tool before you can attach the head ringer. Just my thoughts.

Thanks for the feedback! I will make sure to add some Ariados and will do those edits test the deck and see what else I can do. :)

What should I take out for the Bunnelby, Ariados line and Virizion, plus which Virizion are you talking about? One for expanded or standard?

I'd suggest testing:

-3 M Sceptile EX
-3 Sceptile Spirit Link

+2 Spinarak
+2 Ariados
+1 Bunnelby
+1 Virizion LT for Expanded or AOR for Standard)

Also, the new tool Fight Fury Belt would be a nice addition too.

Is there anything else I can take out for them? I built this deck because I absolutely LOVE Mega Sceptile and kinda wanted to build around him-if not I will test these edits and see how it compares to the older build. Thanks anyway though :)
 
I am a big believer in playing decks I love despite what others might say... You may not win as much as you want, but you will have more fun, IMO.

So, since you want to keep the M Sceptile EX line, then something else need to come out.... Do you still want to keep the Bats too? If so, then you may not be able to get "everything" in you want. The joys of deckbuilding... lol.
