Strategy: So the deck's pretty straightforward, put down a lot of energy, then burn it away. RDL is for mid/late game closer to nab the last couple prize cards and doubles up a Donphan counter. Junk arm reuses trainers and gets rid of useless cards to make Magnetic Draw more effective. Twins I very recently added in case I have difficulty setting up early or in case RDL gets KOed in a tight match, especially against Donchamp.
 
Ok, there's a lot of things I have for you, upto you whether you take them into account or not:

Firstly, your pokemon and energy count is too erratic and inconsistant. You need to aim for 15-16 energy for Magneboar, and 20-22 pokemon. So you need to add 5 more pokemon, and lose 3-4 energy. I'd recommend the following:

-4 rescue energy (With the lack of BTS, not really worth it imo)
-1 PETM (3 is far too many, esp as you already have communication)
-1 Interviewer's questions (Don't overload it)
-1 PONT (You already have 2 judge, plus magnezone for draw)
-1 Magneton (3-1-3 is the optimum line imo, also consider this for emboar)
-2 Smeargle

+3-4 Cleffa (Ideal starter, also acts as a PONT)
+1-1 Rayquaza Deoxys Legend (If you have this, it's great)
+1 Reshiram (For an early attacker, you can't keep lost burning so much)
+3 Junk Arm (Thin your hand to get more draw from magnezone and re-use trainers)
+1 Fisherman/Flower Shop Lady (Good energy recovery)

If you want the 4th Cleffa, drop a pignite. With 4 candy and 3 junk arm, you shouldn't miss it too much. The thing with this deck is that it needs max consistency as setting up 2 stage 2 lines takes some effort. With cleffa it really makes it better imo. Aim to get a magnezone by T3 max.

Hope this helped. Also if you haven't got RQL, just use a bad boar or something else you're comfortable with.
 
I very strongly disagree on a lot of the advice, especially regarding refresh methods. I have a friend that runs Cleffa in his TTar deck, and it's bit him in the ass so many times due to being very flippy on the sleep check, and often being asleep when you absolutely need the Eeeek play, or awake when you want to stall. I don't like the idea of running something so inconsistent. Also, while Magnetic Draw is definitely really nice, I've found that without enough refresh, it's easy to get stuck with cards you can't use, and not get the energy to lost burn.

On the other hand, I do strongly agree with RDL and put that in my deck earlier. You're right about one thing--lost burning six times in a game cuts the energy ridiculously close. RDL's Space Virus is nice for that late game, and really nice as a Donphan counter as well.

Junk Arm is...interesting. I'll think about it.

I don't like the idea of Zekrom in this deck, just because of the fact that the two lightning energy make it a two drop at best.

Reshiram on the other hand...I like the idea, I've tried it before, it's great in theory, but for some reason I can't get it to work. At all. I'm not against it the way I am against Zekrom (and I'll almost certainly tech one when Achelops [spelling] comes out) but for some reason I can't make it work the way it's supposed to.
