Ruling Magearna Ex and Evolutions Mewtwo?

Does Magearna EX's ability to prevent all effects of an attack except for damage apply to Mewtwo's Barrier attack? Or does the effect of Barrier still take place since it is technically effecting Mewtwo and not the opponent's active Pokemon?

Magearna-EX's ability prevents effects from your opponent's attacks. Mewtwo would be protected by Barrier and it (or any other) won't be able to use it next turn.
