I'd use 3 IQ and 2 Engineer's Adjustments, because you need to get a lot of energy guarantees first turn. By the way, I think that you mean Magnezone, not Magneboar in the title, since Magneboar includes Ability Emboar.

Your idea is good, I tried a similar deck last week (but with Zekrom and Shaymin, a sort of MagneRisu+Zekrom Donk).
Honestly I don't like your list very much. You play a lot of supporters not really needed, and so your trainer line is inconsistent.
Try with these changes:
- 1 Seeker (4 are too much, with Magnezone you'll often draw though they're only three)
- 3 Engineer (why do you play them? They're not essentials IMHO)
- 3 Sage (I really don't like this card)
- 1 Questions (IMHO 1 is enough, because with Magnezone you draw lots of energies)
- 3 Pokegear (1 is enough just to search a basic Seeker)
- 2 Circulator (rather Reversal)

+ 4 Professor Oak's New Theory (they guarantee a fantastic refresh)
+ 1 Collector (very important to setup quicklier)
+ 3 Reversal (to kill theire Emboars, for example)
+ 3 Communication (very important to search Magneton and Magnezone)
+ 2 Junk Arm (always good with Communication and Candy)

Pokemon:
- 1-0-1 Magnezone (Magnezone has 140PV, have 4 of them is useless...)
- 1 Pachirisu (4 are toooo many)

+ 1 Cleffa (always great in decks with Magnezone)
+ 1 Zekrom (against fast decks it'd be a great hitter, but also while you setup Magnezone)
+ 1 Shaymin (to use Zekrom and when you have a Magnezone with no energies)

I like the energy line, maybe 4 Rescue Energies are too many but... it may work.

Hmm, I don't know. I'd have 2 IQ as a bare minimum. You need to get the energies guaranteed, whereas with PONT and Cleffa, you can already draw other stuff using other trainers. They're a waste of space in this deck.

You should run SSU and Junk Arm; not just seeker. You don't need 4 seeker then, but either way, you only need 1-2 Pokegear.
 
The tests I have run so far show that this deck works very well. I defeated a Donchamp deck with it once, but lost to it a second time because I ran out of energy, hence why I added Pluspower to the list before posting it for review.
 
Also, maybe use a 4-3-4 Zone line instead of just 2 Tons. Just a thought for consistency.
 
4-3-4 Magnezone is a good idea since I am running rescues and more magnetons would mean faster recovery for magnezone.

I made some changes.
 
If you beat a Donchamp, they were probably not even trying or had to worst hand possible IMO. I have yet saw nor faced a Magnazone that beat my Donchamp or any other. Not trying to be mean. But overall, this deck looks like it could eat Blastoise as an appatizer along with Samorott. One question. Why do you include Sages? You should replace them ASAP for Professor Oaks New Theory and Cleffa as a starter.
 
You didn't have to. One energy won't make a difference. Yes, it's a possible 50 damage difference, but isn't getting four Magnezones up in one game more important?
