Magikarp SV

Is it just me or is it weird that there's a Magikarp in Supreme Victors but no Gyarados? Does anyone know why?

They have done that for quite a few Pokemon in SV:
Staravia but no Staraptor
Chimcar but no Monferno and Infernape
etc.

It was in a gift box deck kind of thing in Japan, along with all the other unfinished lines. Hence why.

It happens a lot. No Porygon Z or Garchomp in MD, but they have the X's. It's supposed to be for the reasons stated, but I think it's so PUSA gets you to buy more packs.
