Ruling Magmortar sw vs Electivire Lv. X MT

2 friends of mine were playing vs each other and they ended up having magmortar sw vs Electvire Lv. X
the question is: which poke-body comes first: magmortar's or vire's?
a friend of mine said: we place 2 damage counters, because the inactive player (the player that had vire lv x in play) decides which poke-body comes first. so with a magmortar with its full hp we uses its body and we don't heal any damage
and then we use electivire's body to place 2 damage counters

i wonder if that answer is the true one?

As long as Electivire is your Active Pokemon, whenever your opponent attaches an Energy card from his or her hand to 1 of his or her Pokemon, put 2 damage counters on that Pokemon.

Flame Body - When you attach a [Fire] Energy card from your hand to Magmortar, remove 2 damage counters from Magmortar.

This is a case of two instantaneous effects triggering at the same time on the same Pokemon. When this occurs, the owner of the affected Pokemon chooses the order in which to apply them -- Magmortar's owner, in this case. (Your friend has that part wrong.)

Although the order isn't important in this case unless Magmortar only has 10 HP left :)

The source of the effects doesn't matter, only the fact that they are both triggered effects and are happening at the same time.
