Setup is simple, you want magnezone up as soon as possible and more on the bench for later game.keep attaching energys but only two to magnezone. get regirock out and discard and attach energy with regi cycle. after about 2 to 3 turns you will be most likely able to draw a price every turn. Thats it!
 
Should i add a 1-1-1 machamp sf line for sp machup i would swap entei raikou legend and an expert belt possibly
 
I would try taking out the legend, a judge and two engineers, as well as a magneton so:
-2 (both enteir & raikou legends) (getting a legend set up seems slow in this format.)
-1 Judge (I usually prefer only 2 judges...resetting my hand to four isn't always ideal)
-2 Engineer's (having 2 is fine since you have plenty of ways to gets cards with your other t/s-ers)
-1 Magneton (because of rare candies explained later)
Total = -6

I agree with adding machamp sf for battling sp decks especially since they're very popular right now. I'd also add three rare candies because you have plenty of trainers and supporters to get cards/get pokemon, but you only have BTS for getting them evolved quick and relying on only two cards (stadiums at that, which is typically harder to grab than t/s-ers) won't be much fun. This is especially since your strategy is to get stage 2's up and running (adding machamp sf too will make quick evolving key). So:
+3 (1-1-1 Machamp SF)
+3 Rare candy
Total = +6
