You can't attach DRE to manaphy so I don't think that would work.

Yes. If it said "when you attach a Basic Water Energy", then DRE wouldn't work. Otherwise, anything that provides Water will suffice.

You use the game state after a trigger event (attaching an energy in this case) to determine whether a secondary trigger condition (is it a Water Energy in this case) is matched. DRE provides all types once it's in play, so it will trigger the Poke-Body. The same ruling exists for Magmortar SW's Flame Body, which does the same thing with Fire Energy.
