i dont use tornadus because i dont like starting with it. i didnt feel like putting exs
in here because theres no way i can get any b4 states.

You might want some zekrom EX for a better attacker and a mew two EX as a counter and because it goes well with this deck IMO.
-1 Pokegear (I think that 2 is enough)
-3 pokemon communication (level ball is better in this case)
-2 lightning energy (make room for 2 more DCE)
-1 eelektrik (most decks I've seen do well with about 3)
make the tynamo more of a 3-1 because most decks do that and is a bit better IMO than 2-2 kinds.
-3 plus power (rarely ever needed now. Or -2)

+3 level ball (better than communication in this deck)
(+1 skyarrow bridge (help with switching if used with EXs))
+1 junk arm (to discard energy and reuse trainers)
+2 DCE
+1 zapdos (as a counter to fighting)

2 extra space for anything I forgot. Hope I helped. :D If you can I'd also do
-2 thundurus
+2 mewtwo EX
+2 zekrom EX
but since you can't I guess
