Ruling Max potion

Can you use Max Potion if you have no damage on your Pokemon to discard an energy attacked to them?

-Edit; for clarification, I knew you couldnt play a card if it wont have an effect, but I was wondering if discarding an energy counted as an effect.

No. If the pokémon has no damage, then it is not a valid target for max potion, potion, or any other healing cards. (with the exception of life herb, since if you're affected by a Special Condition, then it can be played)

Just remember. You can't play a card with no affect if it involves public knowledge.
