Why is this deck not in the top tier decks ?
My daughter consistently wins with this deck (at least 85% ) in her senior division.
Was looking to hear from the masters as to the reason why.

She runs it with following :
3 M Gardevior /Gardevoir (all from Generations)
4 Sylveon Ex (also from Generation)
4 Xerneas
2 Xerneas Break

I know all decks are different, but she seems to run the table with this.
 
It's pretty simple. There is a deck that plays the exact same but is better in every way and that's Volcanion. It's faster to set up, more consistent, and uses less items . But volcanion isn't even quite a top tier deck. It makes very small showings in tourney for only 1-2 decks make top 32. A deck that is less effective then that just isn't going to see any play in the meta
 
Well, Master is a whole different ball game. While the deck is good, people prefer to play other decks that don't require much setup. Most would also rather play Turbo Dark as it's much faster. It really depends on the player though. Most don't like using Mega Evolved Pokemon since they can be inconsistent.
 
The decklist is definitely a cool one I might consider improving upon with Gardevoir GX coming out soon-ish! Some things that I might note about the deck, if I may:

The reason it doesn't seem as competitive, as @CrownAxe has noted, is that it isn't as strong as Volcanion, and this is for a few reasons:
-Volcanion doesn't play evolutions, except for the odd Starmie and Octillery
-Volcanion has very quick energy ramp with Max Elixir, although M Gardevoir can match with Mega Turbo
but the primary reason:
-Volcanic Heat with Steam-up hits larger numbers quicker than Xerneas Break or M Gardevoir-Ex, as

*2 Volcanic heats knocks out Exs and Basic GXs in one hit (190 damamge), which can be achieved in one turn
*This takes 10 energy for Xerneas Break and 7 Energy for M Gardevoir-Ex , which takes at least 1 turn for evolution and 1 Geomancy to get the necessary energy

Now, this is still fine especially how much slower this format has gotten, and the difference between a 1 turn and 2 turn setup is pretty inconsequential, especially since Garbodor's Trashalanche is there to punish decks that are waaay too quick, as items are the primary tool for fast setups (aside from Shaymins and Tapu Leles). If your slower setup, though, still uses a handful of item cards (to allow Garbodor to knock out your attackers, 7 items and Choice band for Gardevoir-Ex, 9 items and choice band for M Gardevoir-Ex) to setup, this is where Volcanion will simply perform better, especially when it has item-less setup tools like Brooklet Hill and Starmie.

It might be fun to try this deck as Gardevoir-GX and M Gardevoir-Ex, although now that I think about it, that deck seems too clunky as it would run too many evolution lines.

Definitely looks like a fun and pretty consistent list, though! Congrats to your daughter being able to pilot the list so well! Honestly, being able to play a deck well is sometimes better than running a meta list.

First off, could I know the full decklist?

Secondly, I have been playing Mega Gardevoir decks regularly for over 8 months now and I've begun to notice what makes the deck better and what doesn't. Mega Gardevoir is one of my current decks and I've made a decklist I plan to take to at least a tournament by Sunday. I am in the Masters division so I have to make sure the list is good before playing it, and I've been testing it and it has an enjoyable level of consistency and decent speed as well. I even managed to fit some disruption in it. Here's that list:

Thirdly, I think Mega Gardevoir has competitive potential in that it has many good matchups in the competitive scene. These include: Turbo Dark (mostly the updated version), Umbreon-GX/Zoroark, Greninja BREAK and Mill decks. Bad matchups include Mega Rayquaza and Tapu Koko-GX, which can be teched against with Sudowoodo GUR and Silent Lab, respectively. It only can perform well if the list allows the deck to set up efficiently more often than not. The deck's strength is the damage output, which can go through the roof with enough Energy on the board, without having to rely on Abilities past the initial setup. The STS Mega Gardevoir tech also strengthens the matchup against Espeon-GX/Garbodor and allows liabilities to be discarded from your Bench, also improving the Zoroark matchup in that way. It is not top tier, but the deck can destroy the opposition in certain events, and has mostly stable matchups.
