Okay, so what if I had a Mega Gengar-EX, who had a Muscle Band on it, and I used Phantom Gate. Would the attack I used do 20 more damage because Gengar used it? Or would it only do 20 more if the Pokemon whose attack I used has a Muscle band?

I'm sorry, but we don't answer questions about cards that have not yet been released in English, as we need the official English wording to make any rulings.
Gengar-EX is the Pokemon that's attacking, so if has a Muscle Band, it gets the damage boost. Basically, Phantom Gate turns into the attack in question, and it's treated as if it was Gengar's in all respects. Any effects of the attack other than its energy costs are "copied" onto Gengar, but nothing else from the Pokemon it's being borrowed from is taken.
