Here we have two main attackers. Tapu Bulu-GX and M Manectric-EX. Bulu does huge damage but unfortunately discards Energy, however, Manectric ruled the roost for its ability to retrieve energy for a long time. Bulu is also great because it hits for weakness against many Fighting-type Pokémon, which Manectric is weak to. Trevenant-EX is good for this deck because when Manectric pulls energy onto it, Trevenant keeps getting stronger.

Please leave feedback on the deck below! Expanded decks are more important than ever this season because nearly half of Regionals will be in that format this season. Should I stick to Toad Bats or should I try something like this which is a bit more out there?
 
I'm going to preface my suggestions by saying I'm not super familiar with the Expanded format, so take my suggestions with that in mind.

It might be useful to play some Float Stone to be able to get Bulu out of the active easier. You may just switch the Silent Labs for them, as Silent Lab can also harm your ability to play Shaymin.

Speaking of which, I'd lose Shaymin for Tapu Lele GX. More HP, better attack, better ability, a GX attack. It's just too much better.

If you really wanted the flexibility with tool cards, I think you have space for Weavile of Steam Siege, who let's you remove them at your leisure. Drop the switches (Weavile + Float is free switches anyway) the tool retriever, and a Guzma.

I think Trevenant is still a thing, so unless you would like to be item locked, you could run a Giratina Promo.

But a good deck idea. I personally would like to see it paired with something even stronger, such as Solgaleo GX or Charizard GX, who also discard lots of energy. I believe there is enough deck space to do so.
