If you have Ampharos Pt in play and Miasma, Will Miasma valley's damage counters be put on Mesprit before psychic bind can be used?

exactly, if you replace mesprit LA with dialga PT (the one with the power) dialga would get damage before you could use the power.
as using the power and placing the pokemon are 2 different actions, before you would even get to use the power, you can't because you have damage.
