Metagross recently won 2nd at something, cant remember what, but it seemed good, so i tried to make my own budget decklist. Any help would be appreciated.

VS Seeker is too much of an important card to skip in this sort of deck. The primary function of Metagross was to beat Garbodor, and replacing VS Seeker with Puzzle of Time would be a bad idea, since you have to play 2 in order to get a similar effect(Playing more items, thus giving Garbodor more attack power). I also noticed that you play 4 Rare Candy and 2 Metang. The reason people play a 3-3 split of those, is because of Garbodor, and Rare Candy plus the stage two evolution can easily get N'd out of your hand.
And I would also like to point out that you should play Tapu Lele over Oranguru, even if it is expensive. The problem I have with budget decks, is that you end up playing a bad version of a good deck, so you really don't beat anything. My philosophy is, if you don't go all-in, then don't play the deck. Also, why do you play Ranger? It doesn't do anything that helps you. Glaceon isn't seeing play(if you play Tapu Lele, you should beat that anyway), and other than that, there's really nothing that it helps you with. I understand that you can't attack the next turn with Giga Hammer, but with Metagross's Ability, that shouldn't be a problem if you just retreat. That's also the reason you play Olympia. I would also say the same for Lillie and the second Brigette. They just don't do Anything. Brigette is easy to get with Tapu Lele, so the second one is pointless(this is also proven by Vulpix), and if you want to play Brigette T1, then you can't play Lillie to its full extent, making it useless. Here are the changes I would make:

-1 Brigette
-1 Rare Candy
-1 Pokemon Ranger
-1 Lillie

You are right about that, i noticed that metagross decks had 3 metang and 3 rare candy. I should also probably get my hands on a lele or two if possible.
 
All I can say is that should play more blowers since the only counter I find atm is a garbodor (ability blocker).
I played a lot against this deck and I can never stuck it. I play a Decidueye/Ninetales deck and tried to stuck the metagross with lysandres (letting them stay with energies on them on the bench while he has no energies on the discard pile). The most I achieved was to stuck him enough for me to take 3 prizes sniping bench but soon or later it manages to free out.
You could also try a Magearna since Glaceon ex can totally counter you as they block damage from evolution cards but since is weakness to steel type Magearna can 1-hitko.

Don't forget Tapu Lele can swing good numbers against Glaceon if you even face that matchup
