Can Mew EX use Latios EX's Fast Raid on Turn One if Mew EX player has the necessary energy and goes 1st?

There was a similar question with Deoxys ROS and the Contact attack.
Essentially, that ability is always active, even during the first turn. It's always looking for an attack it can use. As long as you can fulfill the requirement, Versatile will copy the text of the attack as well, which includes the attacking first turn.
