if mex ex used lugia ex's plasma gale, and ko's a pokemon, do you get the extra prize?

No. Overflow is what lets you take another prize, not Plasma Gale. Mew-EX doesn't copy abilities, so you only take one prize.

But since overflow says "by damage from an attack of this pokemon", and technically mew using plasma gale is still an attack of Lugia...

But Mew EX doesn't have the Ability. Again, the Ability is what allows you to take the additional prize, not the attack. And Mew only copies attacks and not Abilities.
