Would mew ex's Devo Crush attack shuffle in the Level X and the Pokemon under it?

THe Lv.X is the same stage as the Pokemon before it so you take the whole stage off. So yes you are right
yes is right if you use a candy it goes to the basic pokemon .

Actually, in the rule book I think it mentions something about this. The Lv.X goes into your hand, and the pokemon under it is shuffled into the deck.

The Level X and the Pokemon under it always go to the same place, because they're considered one card (two physical cards, but one logical card).
If the devo attack says to put it in your hand, they both go to your hand. If it says to shuffle it into your deck, they both get shuffled in. If it says discard, they both get discarded.
