Ruling Mew EX Regional Dortmund

In Dortmund on 19nov and 20nov, can someone play Mew EX from for example the new reprint in the mew and mewtwo box, because I don't know the exact release date.

Cards are legal for sanctioned play the third Friday after their release date. The Mew and Mewtwo box has been out for well over a month, meaning Mew-EX is legal. Addiotonally since it is a reprint of an older card, the Dragons Exalted and Legendary Tresures prints can also be played in Standard.
