I know this has probably been asked before but I just cant find it. Since Lugia Legend is a pokemon, you can use see off for him right? And if so I was thinking why not attach 3 prism energies to a mew and use elemental blast over and over by way of lost link?

If I had a dollar for every time I heard someone ask this question, I'd be rich.

~Can you see off a piece of Lugia LEGEND? Yes.
~Can you use Lost Link to copy its attack? Absolutely not.

This has been answered in the FAQ long before.
Q: When a card with a Pokemon LEGEND’s attack printed on it is in the Lost Zone, can Mew use that attack via its “Lost Link” Poke-Body?

A: No, it can’t. If a Pokemon LEGEND’s cards aren’t in the Active position or on the Bench, the attacks, Poke-Powers, Poke-Bodies, HP, Weakness, Resistance, and retreat cost printed on the Pokemon LEGEND’s card’s pieces can’t be referenced (even if both halves are together). When a Pokemon LEGEND is outside of play, only its type and name may be referenced.

Also, if you were to attach 3 prism energy to mew prime and use elemental blast with it (by putting Lugia ex in the lost zone because it has the exact same attack); you would still have to discard 3 energy, one that provides fire, one that provides water, one that provides lightning. If the 3 prism energies are all that's attached, they all will have to be discarded because each of them provide those types.
