4-1-4 empoleon
2 emolga DRE
1 terrikeon NV
1 terrikeon EX
2 mew EX
2 super rods
2 exp. share
2 ultra balls
2 switch
2 tool scrappers
4 pokemon catcher
3 max potion
4 N
4 cheren
2 pokemon communication
2 junipers
4 rare candies
2 blend {W}{F}{L}{M}
6 {W}
4{F}

strategy: try to start with emolga and get empoleon out by t2. get full bench and do as much damage as you can while using diving draw as needed. mew is for mewtwo and any other psychics. terrikeon for revenge and darkrai. max potions for empoleon and mew since you usally use 1 energy for each. the rest is for support.

please comment:D Thanks

First, take out Terrakion EX and Mew EX. Terrakion EX is too slow in this deck, and Mew EX has such low health and a not so great attack, it's really just 2 free prizes. You need more Terrakion NV to do any good against Eels and Darkrai decks. And max out Blend WFML because it can be used for any of the pokemon in your deck.
Try:

-1 Terrakion EX
-2 Mew EX
-2 {W}
-2 PokemonCommunication
+2 Terrakion NV
+2 Blend WFML
+2 Energy Switch
+1 Exp. Share

-2 {F}
+2 Blend {W}{L}{F}{M}

Empoleon in the main attacker, so you will probably want to hit {W} more often. No reason to not run maximun Blends.

-1 Terrakion EX
+1 Terrakion NV

You really didn't have that many {F} to accelerate anyway and no one to accelerate them to besides only one other Terrakion. You might as well just run Terrakion NV since it only gives off one prize.

-1 Mew EX
+1 Emolga

I think Mew two two Mew is a little too much. You certainly don't want to start with it more often than you have to. Emolga, however, is something you want to increase your chances of starting with.

Having more than 2 Emolga is really bad, after you start they are a free prize and if you draw one it's really a dead draw.

I like it for consistency. If nothing else, for Attack Command. Stage 2 decks like these really need the setup power. (This is coming from someone who was adamant about playing Garchomp without Emolga.) And don't think of it as dead draw; think of it as Diving Draw fodder.
